Director’s Message
Ang pagpapa-unlad ng isang pamayanan ay malaking hamon sa bawat nanunungkulan lalo’t higit kung ito ay isang lugar na bihira o talagang naiwan na ng kaunlaran. Ngayon, ang Kagawaran ng Pagsasaka ay naglunsad ng isang programa para sa ating mga kababayang katutubo na magsasaka at mangingisda na tinaguriang “Kabuhayan at Kaunlaran ng Kababayang Katutubo o pangkaraniwang kilala sa “4K”. Ito ay naglalayon na makatulong sa pagpapa-angat ng kabuhayan ng mga kababayang katutubo na nasa loob ng “lupaing ninuno” tungo sa kaunlaran na pinapangarap ng komunidad. Sa tulong ng National Commission on Indigenous People (NCIP) sa pag-aalam o pagtukoy ng tunay na lupaing ninuno at mga samahan na nasa loob ng lupaing ninuno na pinamumunuan ng mga tunay na pinuno ng angkan, ng tribo, o ng pamayanan ng mga kababayang katutubo.
Sa pag-aalam ng mga pangangailangan at pagdama sa kagyat na kailangan ng komunidad, ang 4K ay handang umagapay sa pamamagitan ng pag-oorganisa, pagpapakilos ng mga samahan, pagbibigay ng pagsasanay sa kasanayan na ninanais para sa kaunlaran, magbigay tulong sa pamamagitan ng mga kinakailangan sa gawaing pangsakahan at pangisdaan, at matulungan sa pagpapa-unlad ng mga produkto upang mabigyan ng maayos na halaga sa pamilihan na alinsunod sa katutubong kaugalian, kaisipan, kinagisnang alituntunin o pahayag at batas na sumasaklaw sa kanila.
Ang simpleng pamumuhay na may paggalang sa kapaligiran at pangangalaga sa mga likas na yaman ay ang tanging magbibigay liwanag, pagkakaisa sa pagsulong mga gawaing pangkaunlaran. Kung kaya’t ninanais ng 4K ay –
- K – Kumunidad ng mga kababayang katutubo na sumisigaw ng pagbabago
- K – Kampanya ng 4K na pagkaisahin ang pamahalaan at ng pribadong grupo
- K – Kabuhayang pangsakahan at pangisdaan ang tugon na kinakailangan
- K – Kaunlarang pangarap ay abot kamay ng makakamta’t mapapakinabangan
Sa bawat pagkilos ng pagkakaisa at pang-unawa sa bawat galaw – kabataan at katandaan, kababaihan o kalalakihan, ang 4K ay katuwang sa patuloy na mailunsad ang pagbabago para sa kabuhayan at kaunlaran ng kababayang katutubo.
Director’s Profile
Started working as full-time College Instructor I in Luzonian University Foundation (now M.S. Enverga University) under the College of Agriculture in 1980-1982; and as Senior Lecturer III in the Institute of Secretarial Education and Career Development in 1986 and as Visiting Lecturer in the College of Business and Accountancy in 1993-2010.
Studied in public schools – graduated her elementary education in Lucena East II Elementary School; secondary education in Quezon Provincial High School (now Quezon National High School); trade/vocational learnings in Technical Education and Skills Development Authority; and college degree in BS Agricultural Business at the University of the Philippines at Los Baños.
The involvement and commitment in extension work with the Rotary Club-Lucena South (RCLS), recommended for a scholarship under the Freedom from Hunger Scholarship Program of Rotary International and earned a Postgraduate Diploma in Agricultural Economics in Aberdeen University, Aberdeen, Scotland in 1992.
Career path enhancement went with educational achievement. Earned Master in Business Administration in 1994 at the MSE University. Became scholar of Public Management Development Program for Middle Managers under the Career Executive Service Development Program Scholarship and earned Master in Development Management in the Development Academy of the Philippines in 2013.
In the government service, was employed under Contract of Service (COS) in the Bureau of Women and Minors as Family Planning Education Program for the Working Youth Coordinator in Quezon Province in May 1981 to August 1981,in the EDPITAF-Department of Education, Culture and Sports as Household-School Matching Survey Coordinator in Laguna Province in May 1982 to June 1982 and in the Ministry of Human Settlement as Project Evaluation Assistant in July 1982 to February 1987, and as District IV Trade and Industry Officer, DTI-Quezon Province in November 1989 to February 1990. Then, got a permanent position in the Department of Agrarian Reform as Senior Agrarian Reform Program Officer (SARPO) on 01 March 1990 to 01 June 1997, as Municipal Agrarian Reform Officer (MARO) with concurrent designation as DAR-Quezon I Planning Officer on 02 June 1997 to 22 December 2000, as Chief Agrarian Reform Program Officer (CARPO) on 23 December 2000 to 15 December 2015 with concurrent designation as Provincial Agrarian Reform Officer I (PARO I)-Quezon I in 2003 to 2012, acting Provincial Agrarian Reform Officer II (PARO II)-Laguna in 2012 to October 23, 2015 and was transferred as PARO II in Quezon I in October 2015 to December 15, 2015. Exposure in different support services activities in DAR both locally and foreign-assisted projects groomed to be capable and much able in office and project management and implementation.
Applied in the Department of Agriculture during the rationalization in the government in 2011 and commenced the transfer of office on 16 December 2015 with plantilla position as Director III in Regional Field Office IV-A (CALABARZON). In the assumption of duty, designated as Regional Technical Director for Research and Regulatory. Several concurrent designation was given such as Regional Organic Agriculture Program Focal Person (June 2016-April 2020), Agricultural Credit Point Person (2017-April 2020), Gender and Development Focal Person (2016-June 2018), Regional Convergence Initiatives for Sustainable Rural Development Alternate Lead (2016-April 2020), Regional 4K Focal Person (2018-April 2020), Regional Task Force-ELCAC Point Person (2018-April 2020), Regional PRLEC Vice Chairperson (2018-April 2020) and RDC for Social Development Alternate Point Person (2017-April 2020) which made the RTD function was designated to another.
As per recommendation of Asec Arnel V. de Mesa to former Secretary William D. Dar to assist in the implementation of the Kabuhayan at Kaunlaran ng Kababayang Katutubo (4K) program, involvement started during the pandemic period on 13 April 2020 and was designated as Deputy Program Director. Reviewed the office management as well the project implementation strategies and established a continuing operations and management system. Under the new leadership in DA, change of designation from Deputy Program Director to Program Director was given on 23 April 2023. With the vision for the betterment of IP lives and with the mission of continuous assistance through capability building activities, and provision of agricultural inputs and support for production and enterprise/marketing development to recognized and accredited Indigenous Peoples Organizations, 4K Program will always be available for the achievement and realization of the dreams of the Indigenous Cultural Communities/Indigenous Peoples.
