Director’s Message

Isang maalab na pagbati sa ating mga kapatid na Katutubo at sa lahat ng kaagapay ng Kabuhayan at Kaunlaran ng Kababayang Katutubo o 4K Program!

Bilang Direktor ng 4K Program, at bilang lingkod-bayan, personal kong pinanghahawakan ang adhikaing marinig, mapansin, at matulungan ang ating mga Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs). Sa bawat pagbisita sa mga komunidad, sa bawat pakikipag-usap sa mga lider-tribal, lalong tumitibay ang aking paniniwalang tungkulin naming ipaglaban at itaguyod ang inyong kapakanan—hindi lamang bilang bahagi ng programa, kundi bilang mga tunay na katuwang sa kaunlaran ng bansa.

Alam naming may hangganan ang kakayahan ng 4K Program, lalo na sa usapin ng pondo at mandato. Ngunit sa abot ng aming makakaya, sisiguraduhin naming hindi dito magtatapos ang ating pagtutulungan. Kami po, bilang inyong kaagapay sa Department of Agriculture, ay handang magbukas ng ugnayan at magtulay sa iba pang mga programa, attached agencies at bureaus ng DA—gaya ng NFA, BSWM, PhilFIDA, BAI, at iba pa—upang maiparating ang angkop na suporta na maaaring hindi direktang maibigay ng 4K Program.

Ang website na ito ay sumasalamin sa ating hangarin na palalimin ang kaalaman, pagpapalitan ng impormasyon, at patatagin ang ugnayan sa pagitan ng programa at mga komunidad na ating pinaglilingkuran. Nawa’y magsilbi itong daluyan ng inspirasyon, kaalaman, at pagkakaisa.

Sa ngalan ng 4K Program at ng buong Department of Agriculture, ako po ay taus-pusong nagpapasalamat sa tiwala, pakikiisa, at pakikipagtulungan ng ating mga kapatid na Katutubo. Nananatili kaming kaisa ninyo, at handang maglingkod—ng buong puso, sa abot ng aming makakaya.

Director’s Profile

Appointed as Director of the DA’s Kabuhayan at Kaunlaran ng Kababayang Katutubo (4K) Program in March 2025, Mr. Gilbert V. Baltazar brings with him over three decades of dedicated service in public administration, community development, procurement, and estate management. His leadership is anchored in a strong commitment to empowering Indigenous Peoples (IPs) and ensuring that government interventions are timely, inclusive, and transformative.

Prior to his appointment, Director Baltazar served as the Head of the Administrative and Finance Section of the 4K Program from 2021 to early 2025. In that role, he led the planning, implementation, and monitoring of administrative systems and financial mechanisms critical to the program’s nationwide operations. He also contributed significantly to the DA-MIADP as a Procurement Specialist, where he aligned procurement frameworks with both national policies and international standards, including those of the World Bank.

His extensive professional background includes serving in the Presidential Management Staff under the Office of the President, and holding key positions in the BCDA Management and Holdings, Inc. (BMHI), where he managed flagship infrastructure and social development projects such as the Northrail Right-of-Way acquisition and government housing programs. His grassroots experience through NGOs like CARITAS Manila and the Mondragon Foundation also shaped his people-centered approach to development work.

A licensed real estate broker and PRC-accredited lecturer, Director Baltazar holds a Master’s Degree in Public Administration with a specialization in Governmental and Airport Administration from the Philippine State College of Aeronautics. He is also a graduate of Banking and Finance from the Polytechnic University of the Philippines.

As Director, he leads the 4K Program with integrity, strategic foresight, and deep empathy for the needs of Indigenous Cultural Communities. Under his guidance, the 4K Program continues to go the extra mile to uplift the lives of IPs—through sustainable livelihoods, cultural empowerment, and inclusive rural development.
