𝐑𝐄𝐀𝐃: The Department of Agriculture, Kabuhayan at Kaunlaran ng Kababayang Katutubo (4K) Program, in collaboration with RPMO IV-A, conducted its first Site/Field Visit and Monitoring for the year in Region IV-A CALABARZON from February 17-21, 2025. This event also marked the pilot of a new initiative called “Cluster Site and Subproject Validation.” This pilot activity aimed to assess and validate the level of development of Indigenous Peoples Organizations (IPOs) in the regions visited.
The primary purpose of the visit is to monitor how effective the program is in improving the lives of Indigenous Peoples Organization and whether the provisions provided by the program are sufficient for their development. By conducting a baseline survey and assessing the level of development, the program can evaluate the condition of the IPO before its implementation and their progress afterward. Through the level of development tool, it will be possible to determine their current stage of development and identify additional interventions that can be provided to further support their growth and well-being.
On the first day, the team visited the Samahang May Pagkakaisa ng Katutubong Aeta in Catanuan, Quezon. The visit involved monitoring and assessing the IPO, with the pilot validation activity focused on determining the IPO’s level of development. The team engaged in conversations with community leaders and members, checking on their progress and learning about their experiences before and during participating in the 4K program.
The following day, the team split into two groups. One group conducted the Site and Subproject Validation, visiting different Ancestral Domains to reassess the current level of development of IPOs. The groups visited the IPOs of Pigtaan ne Dumaget-Remontado de General Nakar Quezon (PDRGNQ) and Samahan ng Katutubong Dumagat ng Real, Quezon Inc. During these visits, the team engaged with the IPOs to further discuss their progress.
On the Subproject Monitoring side, the team visited the IPOs of Potok Ne Kaapong Apongan De Dumaget Remontado Ne Rodriguez Rizal Inc., Kaksaan Ne Dumaget De Antipolo Inc., and Tunghayan at Ugnayan sa Cuyambay ng mga Katutubong Dumagat Remontado para sa Unawain ng Aral ng mga Ninuno (TUCDUAN). These visits aimed to assess the organizations’ livelihood projects and review their baseline conditions before and their progress afterwards. The goal was to identify areas where the program could offer further support to improve each IPO.
This site visit and monitoring activity provided valuable insights into the current conditions of the IPOs. It highlighted how the 4K program could enhance its support for their development and address any concerns or challenges they may face.
