Reorientation Workshop on 4K Baseline Survey in Bicol

4K Bicol conducted the Reorientation Workshop last July 11, 2025

As part of the preparatory activities for the rollout of the 4K Baseline Survey, the Regional Program Management Office (RPMO) V, in collaboration with the National Program Management Office (NPMO), conducted both online and face-to-face reorientation sessions for enumerators assigned in the Bicol Region on July 11, 2025. This initiative is a crucial step toward ensuring the effective implementation of the survey, which seeks to assess the impact of the Kabuhayan at Kaunlaran ng Kababayang Katutubo (4K) Program since its inception in 2020.

The baseline survey is designed to gather data on the socio-economic and agro-economic conditions of randomly selected Indigenous Peoples Organizations (IPOs) prior to the implementation of the program. These baseline indicators will be compared with current data to evaluate the effectiveness and outcomes of agricultural interventions and support extended to IPOs over the past five years.

Present during the reorientation were representatives from the NPMO’s Monitoring and Evaluation (M&E) Section, led by Mr. Emmanuel Miraflores, along with the 4K Bicol Regional Team headed by Engr. Danicris Orcio and Ms. Marissa Joy Beriña. Enumerators from the municipalities of Buhi and Sagñay in Camarines Sur, and Donsol in Sorsogon, actively took part in the sessions. Additionally, representatives from the Field Operations Division (FOD) – Monitoring and Evaluation Unit also participated and will serve as support enumerators for the activity.

To further strengthen the implementation of the survey, the 4K Program invited technical experts from the Research Division to provide valuable insights and recommendations on data gathering methodologies and validation processes.

This activity officially signals the start of the 4K Baseline Survey rollout in the Bicol Region. It serves as a foundational effort toward conducting a thorough evaluation of the program’s long-term impact on the lives and livelihoods of Indigenous Peoples and their communities.
